The seminar-meeting was attended by Aide to the President, Secretary of the State Council Alexey Dyumin, Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin, First Deputy Prime Minister Denis Manturov, Minister of Industry and Trade Anton Alikhanov, Minister of Economic Development Maxim Reshetnikov, General Director of the Russian Export Center Veronika Nikishina, representatives of the Government, heads of regions, heads of state corporations and others.
In his welcoming speech, Alexey Dyumin noted that exports - primarily non-resource, non-energy products - are a strategic resource for development, the key to the country's economic and technological sovereignty.
“Without developing exports and international cooperation, we will not achieve either economic sovereignty or technological leadership. This is exactly what the new national project is aimed at, which is currently being developed with the participation of the relevant commission of the State Council. We must ensure stable growth in production and revenues to budgets. And as a result, an increase in the incomes and well-being of citizens,” said the President’s aide.
Alexey Dyumin emphasized that the decisive role in achieving these goals belongs to the regions: each region has its own export potential, and its implementation will be a serious help for the development of the region's economy, ensuring its budget stability.
In his report, the Governor of the Arkhangelsk Region, Chairman of the State Council Commission for International Cooperation and Export, Alexander Tsybulsky, noted that regional authorities are in constant contact with exporters from the regions.
“Direct interaction with enterprises that produce products for foreign markets, regular visits to production facilities, and building a local business support infrastructure give us the opportunity to receive an up-to-date overview of issues that concern exporters and respond quickly to them. We have repeatedly seen that first-hand information becomes the basis for making the right decisions. And they give the result that we are aiming for: an increase in foreign trade volumes and attracting an increasing number of reliable partners abroad,” said the head of the relevant State Council commission.
Veronika Nikishina in her report focused on the need to coordinate and consolidate the actions of the federal Government and regional authorities in the implementation of measures to support exports. She also noted the importance of a tool for promoting Russian products abroad under the “Made in Russia” brand, which is being developed within the framework of the new national project “International Cooperation and Export”.
“Increasing the recognition of Russian products and Russian exporters in priority markets is one of the key tasks that must be solved for sustainable export growth,” the head of the REC emphasized.
Participants of the seminar-meeting discussed the main tasks for export development facing federal and regional authorities, including increasing the role of regions in the implementation of state policy to support exports and achieving national goals related to the formation of sustainable partnership networks with friendly countries, as well as expanding technological cooperation, providing convenient and affordable logistics, and developing new markets.
In the round table format, participants examined various areas and mechanisms for export development: trade policy, export support instruments, promotion of Russian products and brands, logistics, infrastructure, interregional cooperation.
On September 25, at a meeting of the Presidium of the State Council “On the development of exports,” the decisions developed during the seminar-meeting will be presented to Vladimir Putin.
